I've been playing Daggerfall for a while now, and I've completed a bunch of quests. I was trying to raise my reputation with Daggerfall, so I took a quest from a merchant in Castle Daggerfall. He wanted me to go into a dungeon and kill an orc shaman. I've never fought one, but I accepted the quest and travelled to the dungeon. I crawled the dungeon to the point where I can't find any places on the map I haven't been or any enemies within the dungeon (except for a glitchy skeleton warrior that is stuck inside a wall), but I still haven't found the shaman. I enabled "cheatmode 1" in my "Z" file and cycled through the quest locations, but none of them get me near any enemies, or even into a place I haven't been. Is it possible that the shaman isn't there? Is this quest unbeatable?

It appears to be this quest: http://www.uesp.net/wiki/Daggerfall:The ... f_the_Orcs

Have you tried resting in the dungeon?

Frequently, when doing quests to kill monsters, they appear at random intervals and then move towards you. Eg the quests to kill multiple centaurs or giants, or even the rats/other things in infested houses in towns. Resting allows them to spawn and approach. Rest again and again to get them all, for the multiple ones.

Additionally, save your game just before clicking on a quest-giver, so you can reload if there is a problem doing the quest, or simply because you'd prefer a different one - they are often random, and some are easy and others are hard.

This particular one has additional implications for reputation - the main quest involves Orsinium and you might not want to reduce your reputation with them too much.

Thanks; I didn't know about the resting thing. I also didn't think of saving before accepting a quest; I always have a save at the beginning of a dungeon in case I run out of time, but not before I accept it.

Should it approach during my sleep and interrupt my rest like harpies do, or does resting only allow it to spawn and I still have to seek it out? Also, do you know whether the monster will spawn in a "quest location" or in a random spot? I'm getting impatient with this quest. I feel like I'm walking in circles looking for something that doesn't exist.

Usually when doing a monster hunt quest if you rest they'll spawn near you and interrupt your rest. From my experience, I can say monster don't have a fixed "quest location". Are you sure you searched for all secret passages? Sometimes monster spawn behind them.

I've tried resting for 99 hours waiting for my sleep to be inturrupted, to no avail, and I've been checking the map for secret passages. Is it possible for it to be underwater? There's a portion of the dungeon that is underwater, but I assumed orcs don't swim.

Yes, orcs don't swim. Read the last four paragraph of this page: http://www.tesguides.com/tes2/misc/questobj.htm .
In this page is described a problem of the game, that sometimes doesn't place quest item in dungeons. There is a solution explained. You only need a utility called FixSave which you can download here: http://www.uesp.net/wiki/Daggerfall:Files

I think it was the bug. When I used the file fixer the orc was right in one of the quest locations, but beforehand he wasn't in any of them.

I'm glad you managed out of it. Remember to consult the guide I linked, it's very useful, especially because it list many of the bugs you can encounter.
