So what does it do? Does it disable posts from view made by 'foes'?

That's pretty much all it does, so if there's someone that you find consistently annoying, you can ignore them.

You simply assume that whatever they say was against you, resisting the temptation to click the "Display this post" button because you know that whatever they say will only make you more frustrated than if they had said nothing at all.
