UESPoints: 0
Go to 'User control panel' at the top of the screen.
Click on 'Profile'.
Click on 'Edit Avatar'.
Then you can browse on your computer to find the wanted picture.

They have to be 100pixels x 100pixels maximum.
Also they cant be more then 9.77 KiB.

You also must have 10 posts and a be here for a few days before you can add them. You can ask a mod to add you to the registered users list, though.
