I was thinking while looking at the old old old posts that are very discouraged to bring back but if they just locked them wouldn't that just solve the problem of having to go through all the works of deleting and so forth.

Locking all the old threads is much more work than deal with necroposting on a case to case basis. Besides, many times the resurrection of a thread isn't defined as necroposting. If someone has more to add to a discussion, or is asking for help on the same subject, there's nothing wrong in using an existing thread.

But what if they bring something back thats been dead since like 2008 or something

It doesn't matter how old it is, if the topic is just going to be picked up again anyway, there is no reason why an old thread cannot be used again. What we don't like seeing is the resurrection of an old thread with a post that is not contributing towards the discussion.

In any case, we do not delete old threads as people may find solutions to their own problems in them.
