My Friend bought a new address for his forums, i think it was .co.uk, and a little after, spam was coming from every where, out of the 300 registered members, 30 or so started harsh trolling and his forums got taken down. Not really locked, but one of the same things

If you find that a forum is no longer needed, yet you do not wish to delete all of the posts in that forum, or you still want to keep all of the forum's posts publicly viewable, you can lock that entire forum and use at is a sort of archive. Also, some people have written tutorials in a certain forum on their board and have locked that specific forum to keep other users from replying to the posts in there, while still keeping the posts viewable as tutorials of some sort. And then, of course, there is the problem of spam bots, but usually a board will be disabled until the spam bot problem is fixed.

There are probably other reasons to lock an entire forum on a board, but those are a few of the most common reasons. In fact, locking entire forums is not uncommon.
