Go to User Control Panel..and on your right you should see edit profile...then go to edit avatar on the right after you click edit profile. Easy as that my son.

It should, but I think what our man is getting at is that you have to have at least 10 posts before enabling an avatar.

I've added you to the Confirmed users group. You should now have all the options available in your profile.
