Is there a way to find the IDs (Like for player.additem or placeatme) of items and objects?

Download the Construction Set for Oblivion. Click File>Data and tick the "Oblivion.esm" master file by clicking on its square twice. Now select the object window of the prefered object and start searching. When you found what you needed, between the "Editor ID" and "Count" columns, you can see that the columns are separated with double lines. Grab the right side of it, and drag it to the right. The "Form ID" column should now be visible to you. That's what you are looking for =)

Ya, I know how to do that and also just looking them up on the wiki site here, but what I'm trying to find is a way of doing it FULLY ingame through console or something.

You could open up the console and click on the item. I believe the id will show up in one of the screen corners.

There is no way to get the editor ID for an item in game, the console trick just reveals the ID of the objects reference item and those are different for every item in the world. For example 2 apples would have 2 different reference ID in game using the console. But both would use the editor ID which is the ID you are asking for. And is not visible in game.

theres a great little mod called formID finder:

you hold ALT and right-click on a highlited item, and it pops up with a scroll giving all details about that item...can be used on anything...even buildings/static world items.

There are 2 types of formIDs, one is a Base ID and the other is a reference ID for items placed in the world. Reference IDs are what the console finds. And will probably be what that tool finds too.
