That would be Claudius Arcadia.
He has a shrine to the Night Mother in his basement, which is actually the reason

There is also a statue which looks like a shrine in darkfathom cave east of Leyawiin. The cave also has those spires from the plane of oblivion so I suppose that it is a shrine.

Remember, all shrines to the Night Mother count!! because she is most likely the daedric lord Mephala.

I think Lorkhan is Mehrunes Dagon. So yeah, Lake Arrius Caverns :)

There is a broken shrine to Molag Bal in Brittlerock Cave, a mini Clavicus Vile statue in Fort Roebeck, a mini Molag Bal statue in Moss Rock Cavern, and a Namira statue in Moss Rock Cavern. Also there's a Night Mother shrine in Roderic Pierrane's basement.

Edit: Meridia is not the Night Mother and Mehrunes Dagon is not Lorkhan.

North of The Imperial City: Shrine of Namira.

Northeast of The Imperial City: Shrine of Maridia.
Deepscorn Hollow-
Southeast of Leyawiin: Shrine of Sithis.
Garlas Agea-
Northeast of Anvil: Shrine of Molag Bal.
Claudius Arcadia’s house-
Imperial City Talos Plaza District: Shrine of Mephala (Night Mother).
Crypt of the Night Mother-
Bravil town square: Shrine of Mephala (Night Mother).
