Is there I way my Argonian Mage can get access to the Arcane University instantly without doing any of the recommendations? Thanks

nope.
unless you have access to the expansion add-on wizards tower. which enables you to have a spellmaking alter and enchantment alter.
but to be honest, lol, ive realized the getting into the arcane university is a 7 part process, all the cities, and only 3 of them involve fighting, and one more that just involves going from point a to point b back to point a. you can get it done rather quick.

You
must complete the recommendations to gain access to Arcane University. There's
no other way to do it. Just part of the way the game is designed, I'm afraid.

If you're on PC, I believe it can be done via the console...
- Code:
setstage MG00Join 100

Or of course you can run up to the main gates of the university and select them, typing
- Code:
setopenstate 1
but I think all of the doors inside will be considered locked and it will be a criminal offence to open them. Probably best to use the quest advancement command.

Not "legally". Otherwise, sure...

If you go through the University side gates before Raminus Polus gives you permission, the gates to the individual buildings inside the courtyard won't even have any kind of door function. The doors will just be a texture, so unless you advance the quest stage, you ain't getting in.

Which, in my personal opinion, is pretty poor game design. It's as if they said "we don't want anyone to have access to spellmaking or enchantments unless they are a dedicated mages guild member." And while that's neat as a perk, I suppose, none of the other guilds have anything comparable. Fences are nice, but they don't have game-changing impact. I'd understand if it was spellmaking alone, but the enchantment restriction is pretty crappy.

Well, you could get mods...
http://www.tesnexus.com/downloads/file.php?id=2556Install this, buy any house, there'll be a basement with enchantment and spellmaking alters, and other stuff.
