The console is a text/code edit area for instant commands to the game's operation. It is only accessible on the PC versions and is accessed by pressing the ` or ~ button next to the 1 key.

It can do anything from instant teleportation to bringing characters back to life, to adding any number of things to your inventory, or adding spells, effects, journal entries

example: To add character Vivec back to life because you killed him
Code:
placeatpc vivec_god 1,1,1

placeatpc meaning place at player character, vivec_god being Vivec's ID in the Construction Kit, and 1,1,1 being count, distance, direction, respectively.

or: when a character you need gets stuck or glitches and falls through the floor, it can reset actors to their starting postitions through the simpel command
Code:
ra

It can add you to factions, remove bounties, and repair minor bugs, such as the Ordinator's never ending assault on you after commiting one crime.

The commands are too various to list all of its capabilities in one post, and having only had the PC version a month, I am not the most qualified to attempt at making that list anyways. Thats what the wiki is for.
Hope this answers your questions.

EDIT: Ironically enough, with the one I am on using Vista, I have no idea if it works on Vista. I use an XP computer equipped like Windows 7 to run Morrowind. lol So, I haven't got a clue.

that has got to be about the most helpfull thing I think a designer could of put into a game seriously.

Probably going to go mess around with this thing now until I get the hang of it or I end up activating a self destruct button for my computer lol.

Thank you Imperfect

The console has been known not to work on vista!
I still run XP myself, but I knew someone who couldn't get it to open, so after googling a bit I found a solution - deinstalling your IR drivers. (Instructions here) Worked like a charm.

If/when it does work though, you can check the wiki to see what kind of things you can do - go into god mode, add something to your inventory, add a journal entry/update quests, unlock something, change the weather... enjoy ;)

Sure thing ;) It is ridiculously simple, but unfortunately not so well known, it seems. I may see about adding it to our wiki.

That may be a good idea, as I just used this topic as a solution to Reaper's question of the same thing.
And with Windows 7 and Vista becoming most popular, you may wish to out it on the wiki, and mention that Windows 7 probably wont run it because games run on 32bit and Win7 runs on 64bit

Windows 7 runs Morrowind fine. Just like with XP and Vista, Windows 7 is available in either 32- or 64-bit versions. I currently run Windows 7 64-bit edition and, athough Morrowind is a 32-bit application, Windows has no problem running it.
