What quests do I need to do to accomplish this? I've done alot of stuff from dawnstar people but only gotten one of the three. Which am I missing?

Gathering ores for the miners counts towards assisting. Have you done the fire salts quest for the ship captain?

I think it was void salt.

There is also a quest given to you by the alchemist in Dawnstar (not sure if it is radiant or not.)

Thanks I finally found them all. But now I am having the same problem again in Falkreath, never ends I guess lol.
