i have 3 hired thugs following me no matter where i go and i dont know who they are or where they come from. is this a glitch or what?

You stole something from an NPC. That NPC hired the goons who are now tasked to show you the error of your ways (and they mean to go far beyond a stern lecture).

One of them will be carrying a note written by the NPC who hired them.

I steal gold from chests all the time, but never get caught. I occasionally even reload if I do. Can't stand the, 'Wait, I know you!' dialogue. No chance of me getting dropped by some thugs, now is there?

Actually, to answer Alchemist's question, the thugs can come whether or not you were caught, there is just a chance that they might.

For the Original Post: They come after you after you steal something, however, if they haven't tried talking to you or attacking you, then it is likely that they are glitched.

i am still waiting to be attacked by them, i have 100 pickpocket i once decided to steal EVERYTHING from everyone i could find in whiterun, im level 38 so been doing this awhile i have mounds of stolen goods i can only sell slowly to the fence and they still havnt come after me yet!

thats what i thought but they are not attacking me and the are turning hostile on whatever and whoever i attack. like companions. its kinda helpfull actualy but it wont let me talk or trade with them.

Still, there's no harm then if you happen to lead them to a gruesome death. Lucky boy.

My first encounter with the thugs may count as unusual— I came across them while visiting the shop of the very merchant I had wronged. I mean, it was like as he'd hired the goons right there on the spot, I stroll in through the door and promptly paint the floorboards with their blood. That, if anything, struck all assurance of futility into the endeavour (in other words, " [&@%!] , don't even bother to try." )

I've had dead people send thugs after me (people i stole from and then killed) so the thug system seems pretty glitchy.

I've stolen tens of thousands of loot from dozens of homes thanks to being in the thieves guild, and never encountered a hired thug.

But I've been attacked by several dark brotherhood assassins and thalmor gangs...

they didn't survive the last dragon attack. i no longer have a small 5 man army (me+my follower+the 3 hired thugs)

I have been attacked by a dark brotherhood assasian, some thugs, and a generic NPC simply called dark elf.

I love bethesda for putting in this system, it means no two trips are the same.

I had thugs coming after me (and attack) without me actually ever stealing anything. Unless I picked up some glitched items (aka items not marked as "steal" even though they do) while nobody was looking.

I was attacked by said thugs in Falkreath. Really disappointed with the guards for not helping me out. They just watched.

I've had no thugs after me at all & I've done some very questionable things. Including all the Evelyn daedric quests. I might just have start pick pocketing everyone. I could do with the achievement associated with pick pocketing & lock picking.

A little old alchemist I killed in Dawnstar must have communed with the thugs somehow, when I decided to revisit the scene of the crime they were leaving her shop with the contract.

Another interesting encounter I had involved an argonian assassin, sent after me by someone I'd never heard of before, a random wood elf who gave me a nasty surprise by attacking me without provocation and summoning a FROST ATRONACH, and a
Spoiler:
dragon being resurrected from one of the ancient burial mounds by Alduin.
A pack of wolves then decided to join the fray. All this happened at once.

Do the assassins still come for you even if you've done no wrong? I'm playing a 'good guy' just now, I've not commited any crimes, yet someone put a contract on my head.

I've encountered a few groups of hired thugs, once even in the village of Riverwood. That was a fun fight, wasn't even prepared for it, but boy did they regret it. Gave me a new love for daggers, speedy little things of death.

Random assassin encounters can occur like that. One of my playthroughs had a character who had been attacked by three DB assassins, but she had no murders or thefts on her crime sheet. They may have been hired by bandits or hags. Who knows.

I know that sometimes, if you finish the Azura's Star quest by taking the Star back to Azura's shrine and cleansing it, you may start getting Necromancer packs sent after you, and they'll have a note saying to kill the holder of Azura's Star or their souls would be used. lol

I had some thugs try to jump me in a house I had already robbed blind. A thieves guild quest sent me to get the golden urn from a house so I was like well might as well grab some more goodies right. But then delvin gave me another quest to go back to white run and steal 500gold worth of items and I went back into that house. The thugs were sitting in chairs acting as if they owned the place and got up and attacked me.

On my first character I stole a lot. I knew I would eventually join the TG so I would have a fence. That was a really strong character, a Breton jack of all, at the moment specializing in Alteration (casting a shield spell at the beginning of a fight), Conjuration (always summoned the strongest daedra I had at the moment), One-handed (sword in a hand), Destruction (spell in the other), Restoration (always healed when needed) and Light armour (as I was wearing it). I would have had no problem dealing with anyone. I stole and stole, but no one ever came after me if not one DB assassin (I soon after joined the DB, so that didn't happen anymore). On my second, though, I made a pure mage, so the only guild he would have joined was the College. In that case there was no use stealing stuff if not some potions or whatever. Well, as it turns out, I had three thugs come after me at level four. I ran like a sissy, conjuring my familiar and using Flames. Not very effective. I eventually killed them, but it was a hard fight, where I just ran (especially from the leader's war hammer!). This happened other three times and I had three DB assassins come at me. Talk about bad luck.
