I went to Stonekeep to get the scroll for the queen so I could go to fang lair. I got the scroll and went back to the city, didn't go to the queen but decided to go back to Stonekeep. I went back to the room where the scroll was, it was there again and when I picked it up it gave me the staff piece. After that I couldn't go to fang lair because the queen didn't recognize that I had the scroll.

Yes, that's a known bug. As far as the game is concerned, you've now found the first piece of the staff, so the only thing you can do is either (a) reload a saved game if you have one from before you picked up the stone tablet a second time, or (b) go to sleep and wait for the dream that will tell you about the second piece of the staff.

This bug can happen with any of the main quest dungeons, so don't go back to revisit a dungeon and pick up the quest item a second time unless you're trying to make the bug occur.

I don't know if you've ever heard about players "speed running" Arena, but this bug is the way they do it-- they just go to Stonekeep over and over again, picking up the stone tablet each time, until the game thinks they've found all of the pieces if the staff. I'm not sure what they do after that as far as fighting Jagar Tharn.

Since you're still so early in the game, my advice if you want to be able to visit each dungeon and play through the game correctly would be to simply start over with a new game. That might seem like a hassle, but unless you have a save point you can go back to it's really the only option for playing the game normally.

Note that it's okay (I think) to revisit the main quest dungeons as many times as you wish-- just don't pick up the quest item again, or you'll trigger this bug.
